Many dogs (like one of mine) have allergies alllll year round - so that can be quite normal.
Question - is the conjuctiva (the area inside the lids of eyes) red/irritated, or just pink/normal? If somewhat irritated, you have to wonder if it's either allergies or if he has those microscopic hairs pointing into his eyes, which have to be removed by an ophthalmologist.
If normal looking, then the other thing constant watering can mean is that the tear ducts are completely clogged/shut...this is what our rescue chi has. He has almost constant tearing and it was found that his ducts are completely clogged so none of his eye moisture can drain out the ducts. The testing for this is very easy, so I'd ask your regular vet about this one if you think it could be this. You put a died eye drop into his eyes, wait about 15 mins, and see if any of it comes out his nose. If it doesn't come out, the ducts are probably closed off. You can then do a 30-day regimen of a steroid based drop to see if the ducts will then open up...after that, you then retest. My chi did this, but his ducts never did open
