I'm not a vet but an optometrist who has a yorkie and what I do for Charlie on a weekly basis is trim the hair around the eyes that can poke the cornea and cause increased lacrimation(tearing).
There are small scissors with a blunt end on them that my wife bought.
When Charlie gets chunky mucous in the corner of the eye I warm up water in a tea cup and then put a cotton ball in the water. I touch the cotton ball on my skin to check temp, (if it's too hot for me it's too hot for her) then she'll close her eyes and I'll place the cotton ball on the inside corner of the eye and I'll wipe away the mucous.
I've also used Dr.'s Foster and Smith eye wipes. They are alcohol based.
I prefer the cotton ball with water.
