So I went to the vet and he thinks Sammie has some kinda of acid reflux. Showed him this video.
http://youtu.be/lN1L1pXdfZM and told him he always has done that hack a few times a day from day one (4 months old) now 10 months old. He said combination of the hack and then looking for grass and licking his lips and he has always spit up yellow bile since I had him. He thinks when he is playing rough and getting excited the acid might creep up and make him hack. he thinks all that together = acid reflux. The congestion after he has an episode could be from acid backing up into his noise. So he is on an acid pill and we will see if that helps. Wanted to post it in case anyone else has these problems with there dog it might be acid reflux.
