Hello, welcome to Yorkie Talk (YT) . . and Congratulations on your newest addition!!

There seems to be a ton of great advise being given and still there is so much to learn about your new Yorkie pup and this is a great place to do it. As for as the eating and drinking issues it is normal for pups to be a bit finicky upon arriving at their new homes which is out of the norm for them so it will take some time. Once he gets use to his new home and family he will dive right into his food bowl. As far as the honey water I would say that he can do without. I would encourage him to drink pure water but if you feel that he is not getting enough add a touch of honey to a larger bowl. But in my opinion that whole 2 to 1 tsps. seems a bit much. I would suggest a tsp. to a cup of water. Also, at his age he should be eating dry kibble by now but again that whole new home and surroundings thing takes effect and if you need to feed him moistened kibble every feeding in order to get him to eat that of course do it. If he isn't eating dry at all than I would suggest mixing it and feeding him 3-4 small meals per day. What he doesn't eat than take up. This will help when it comes to potty training .... pups his age normally go within minutes of eating or drinking anything. So once he is done eating that's when you will want to take him our to potty.

Stick around there is so much more to learn !!!
