If the four vets who saw her are not specialists in Cardiology, I would suggest you see a cardiologist. This sounds to me like some sort of arrhythmia and I think a dog that is that small and young should be seen by a cardiologist. You can find one by logging into the ACVIM website and searching for cardiology specialists in your area.
