Your photo did not come up for me. I would not assume that it is Cushings. Could be a number of things, including a staph infection unrelated to another illness. Max had black spots on his undercarriage that required an antibiotic to clear up.
See your vet. Wylie's Mom has experience with Cushings and allergies. I'm sure she will comment tomorrow.
