Yes, I think you're exactly right in what you've said above..  
I think "blue born" when you look it up on some sites suggest that it is a fatal disease whereas CDA is known to affect the coat only.  I think the terminology is being mixed up over the internet which is why blue borns and CDA = cause for euthanasia like the OP suggested and is potentially causing them worry where it isn't warranted or at least not to any large degree.  
This site, for example, suggests blue born is a very disabling condition:   
Goldenray Genetics Chocolate Yorkies Red Golden or Yorkie Blue Borns CDA  
This is not in line with CDA research material.
