If you are looking for a full breed Yorkie the short hair is from grooming. The AKC standard is full coat but it's a lot of work to keep up with. A lot of owners like the puppy cut because it's pretty low maintenance but does require frequent trips to the groomer or home grooming. I've fine both with mine and it takes some skill and Ive pretty much given up on that idea and we are back to using a professional. The cost ranges widely and usually starts at $25 but depends on where you go. Just mentioning this as it can because expensive with a trip to the groomer being about every 6 weeks or so.
