Here is the link to the petition. I am not sure that I would choose to dock a tail I would definitely want to research it further, but I believe it should be breeders' and veterinarians' choice. I am in favor of how Canadian show breeders can choose to show their dogs with full or docked tails.

We need to protect pups from puppy mills and large commercial breeders who care little for the health of our precious dogs. The more laws we place upon the dedicated hobby breeders who pour their hearts and souls into producing healthy, happy dogs with good temperaments, the greater the chance that the Yorkshire Terrier that we know and love will start to disappear.
