You may want to try putting in the puppy pad into a puppy pad holder or a small somewhat-shallow box just in case the pee leaks or spills out.
Perhaps you could try slightly rubbing an old puppy pad onto a new puppy pad, to get some of the scent on it? Maybe she would pee then?
