A dog that is not trained should not be given free run of the house. He needs your constant supervision until he starts to understand what you want him to do. Right now there is an obvious communication problem.

One method of training is to keep him on a lead that is attached to you. That way you can learn the kind of signals he gives when he has to go and he can't go off and potty somewhere in your house. You can also take him to the same place in the yard and teach him a command such as "go potty." Say it over and over until he has completed the action. Doing this when you know he is due to go potty will help him to link the area with the action in his brain.

Also taking him out for a walk will often stimulate him to go potty. The smells of other animals that he finds and the exercise will cause him to eliminate. When he does go make sure you praise him and give him a treat.

If you see him sniffing the floor or circling that is a signal that he has to go. Take him out and don't come in until he has done his duty. Remember that rewarding and praise will do more to teach him than any scolding. it takes time on your part. There are no short cuts but if your give a couple of weeks to dedicated training he will learn.
