Limit his access in the house. I would suggest crate training. There are a few threads on the best practices. But consistency is key. Treats and praise are good when he goes outside. Don't associate outside with play, associate it with potty time and that only until he gets it. If he doesn't go outside, back in the house in the crate, then try again a few minutes later.

Schedule his food, so you can predict potty times a little better and stop water in the evening a few hours before you go to bed.

Not sure how old Sammy is but small breed dogs take up to 18 months for potty training in some cases.
