Everything I say comes with the disclaimer that I don't know much, but here goes! I have a crazy chewer, and I just keep an eye on those toys and pull off any loose pieces.
Let's face it, toys that are too hard can break teeth or splinter, toys that are to soft can be ingested, and for each dog the "sweet spot" would be different. Let the pup enjoy the toy and monitor it for excessive wear.
