Great news and tracking the crimes for analysis and helping increase jail time, etc., plus the other uses they can put the data to, are great ideas. Any additions to animal cruelty laws that will wind up actually resulting in reigning in more of these monsters and resulting in them getting time in a jail cell and heavy fines are only good news for dog, cats, horses and every other poor animals these sicko's take their frustrations and rages out on, from outright neglect to physically harming them to outright killing - this is a great thing for animals.
