Absolutely not! Not only is it mean and can effect the health of small dogs it does not keep bigger dogs from attacking him, people from stealing him or hurting him or him taking the shock to get out but not back in. Also he should not be in an area where other dogs go to until he has all of his shots or you risk him getting very very sick. Terriers especially should not be off leash unless in a good and safe fenced in yard.
