First thing I would do is a vet check do a fecal and blood work as well as make sure his vaccines are up to date, I would also set up an appointment to get him fixed just because it's better for him. You might could try putting the potty pads outside on the grass to get him used to going outside and give him lots of praise and a treat when he does go outside. You don't have to use a bow you can have him groomed into a puppy cut like I do my dog. It is important though that you keep it out of his eyes whether you put it in a bow or cut it short. My problem with feeding once a day is would you like to only eat once a day? I free feed because my dog is a picker and does not eat a lot at one time. I think he at least needs to be feed twice a day. Mine always goes potty outside freezing snow you name it. She does wear jackets and sweaters otherwise she will shake. Yorkies don't have under coats like most other dogs and there hair is like human hair not fur so they get colder easier. Good luck!
