How much does he weigh? This will determine how much food is appropriate. Was a free feeder before? Whatever system works best for him is fine. I feed my guys 3 meals a day because they wouldn't work well with free feeding.
You can re-train a pad user to be outdoor only. The key is to give him plenty of opportunity to potty outdoors and praise him each time he gets it right. Supervision and limiting roaming freedom around the house during training also helps. You might want to leave the pad out for backup, but whatever you decide, be consistent. If the pad disappears and reappears, or changes location, this might be confusing.
Marking territory is often a problem with unneutered dogs. It is very difficult to train this out of them. You can either neuter or use a belly band as back up.
