I have tried putting the harness on him to wear around the house so he doesn't associate wearing the harness with anything unpleasant but that doesn't stop him from hating the leash despite trying the same tactic with it!

So sad that he may be afraid of going outside, most of mine would live outside if I let them, did something happen to make him so unhappy when outdoors.
