Sorry, I missed that Cody is just 10 months old. For sure I wouldn't have taken Bailey at that age also. All the best in finding dogs in town.
My Bailey is awesome at commands, such as: sit, lay down, stay, roll over, spin, reach for the sky, play dead, but he is still pulling at times when we go for walks
It is frustrating walking with him and he does this. I found something interesting by accident; he walks nicely when in between two people.
Good luck with your Cody. I'm sure with the second chance you are giving him, with all the teaching and love he's receiving from you, in time he will be the best dog ever.
