I'm so sorry to hear of your loss and the horrible circumstance, please accept my condolences.
In the UK we have the usual collar attachment type medallion GPS tag. Not a lot of use for a stolen recovery, as presumably the thief would just discard the tag? I'm thinking of getting one - it works from a sim card and they cost about $80, but cheaper ones are a third of that? Could be useful in the case of a run off etc.
