Hot Spots are basically bacterial skin infections, ie "pyoderma" (staph intermedius)...did you use antibiotics to get rid of it? And yep, skin infections are yet another sign of allergies.

If I were you, I'd be trying either Zyrtec or Claritin - and btw, you do need to try any anti-histamine for at least 14 days prior to assessing its effectiveness. I'm attaching the dosage sheet given to me by my Vet Derm so that you have the correct dosages for these meds.
