Welcome to Yorkie Talk. Change can be difficult, you have my sympathy.
I would move the pad to the new location that you have chosen for Lucy Ball. Put up an xpen around the area, and keep Lucy in it with her pad. Limiting freedom and supervising during training/re-training is key.
When she goes on the pad, praise her profusely and reward her. Increase her freedom and roaming room as she demonstrates that she is getting it.
