It is possible that your little puppy is trying to assert his dominance over you by pawing at your face. As a general rule, you should not allow your dog to "stand" on your face because this may imply that he is in charge. When ever he does this, say "no" and put him down. If he keeps jumping up and down trying to get back in your lap. try saying something like "settle" in a low and very dragged out tone. Once he is calm pick him up again. Don't keep him in your lap if he keeps scratching your face. You could also scream "ouch" when he does this. It seems to work for biting, it may work for the scratching as well.
