[Lucy balls mom]

Please help me, I have a 7 month old who I've trained to use puppy pads exclusively and she is great at it. It's been just me and her and she has had her own room were her puppy pads and kennel had been set up since she came to me. A few days ago my youngest daughter and her 2 children realized they would need to move back in with me taking Lucy ball out of her room and upsetting both her and all humans routines. I'm trying to move lucy balls pads like one room every 2 to 3 days to their new final location but she is not using her pads at all. I thought that she had trained to the pads not the spot. Her pads right now are literally 4 feet from where they normally were. I live in an apartment complex that ppl don't obey leash law and many large dogs run loose so Lucy ball must use pads for her safety ( she weighs 2 1/2 lbs) im so confused anyone know why my Lucy ball has taken to using the floor instead of her pads. No one has moved in yet. I was preparing her. Thanks in advance
