Any Biewer can be established with BTCA, and after...the AKC, though. They just have to meet certain requirements. I'm not fool-proof on the process since I have no plans to breed or show Shelly, but I do believe I read that existing Biewers can be added to the program if they meet certain requirements (DNA obviously being one). So, if I understand correctly, they are not leaving certain already established in a different club dogs out, they just have to go through and meet the requirements before being entered to the program.
All that said, I read this few months ago, and it is a bit foggy, so I may not be completely correct.
