I just think it's strange she would be out walking her dog if that's how it reacts to other dogs. Does she think she will never come across other dogs while going for a walk.
Forgot to add, my pup will go crazy like she's going to attack when she sees other dogs ONLY if I try to pull her away from them. She loves to say hi to everyone and play so she gets really mad when I don't let her. Still trying to work on that!
