I don't think I would go, honestly I would pass. If he promised you the pup, then tells you someon offered more money, now he says he wants to meet with both of you before he decides then I would say thanks but no thanks.
If you were promised the puppy then that is how it should be, sounds like he is either trying to get more money out of you or playing some kind of a game with you.
