If he is not neutered, there is a good chance he is marking. This is a very difficult habit to break in an unneutered dog. Not impossible, but not likely.
If he is not altered, then I would recommend using a belly band. Just be sure to give him adequate potty breaks and change the band/clean his belly to prevent infections.
