I'm worried!

My 7 week old yorkie girl still has short silky hair and is not fluffy! Three of her siblings are very fluffy, but one is just like her. I have seen both mom and dad. Both are clearly pure bred yorkies. I have seen both their multiple pedigrees and their AKC registrations. My breeder has no other breed of dog in her home. So she is confident that my little girl is pure bred.

She has perfect yorkie markings and is jet black with rust markings on her eyebrows, feet, chest, ears and nose, very normal yorkie colors. She's just not fluffy! Her hair is long on her chest and tummy, just very thin.

I am worried that maybe she was malnourished? Maybe her growth is a little stunted. She weighed 2.5 oz the day she was Born and weighs 1.25 pounds now.

She is adjusting beautifully to our family, is eating hard food, drinking water, playing all the time, sleeping regularly, potty-ing normally, and is so so so sweet. So I love her regardless! I just want to be sure there is no underlying problem. Thanks!
