Tissue paper is favorite of many dogs. You can work on training by saying no, and teaching her to 'drop it'. Reward her when she does it right.
For safety, I keep all trash cans out of reach/inaccessible to the dogs. My boys usually don't touch things that they consider mine, but they have their moments. Teddy chewed a book binding recently, and he once chewed a zipper out of my warm up jacket.
