Take your baby to the vet...asap. Also, if your baby doesn't want water, take a syringe (without a needle, obviously) and give him water with pedialyte (50%/50%). I would also give him a little bit of honey or karo syrup so that you she doesn't go into hypoglocemia shock. Has he been eating, it's important that they eat (maybe some boiled chicken with rice, no seasonings what-so-ever)
Regarding the stairs, it takes a lot out of these little guys to climb up and down. You've gotta remember he's just a baby. I don't suggest that at such a little age you make him go up and down stairs, he'll do it soon enough on his own. Give him a couple of weeks. Mine just started to do that and he's 3 months. old and I only let him do about 3 stairs the entire day. Good luck and keep us posted.
