My Morkie used to be like that but overtime her fur started to get silkier. I have her fur very short on her back to keep her hair from tangling, but I keep her face legs and tail very long.
When she did have a cotton coat it helped with that problem. I still keep her in that cut in the summer because I think it's cute.
I always recommend getting a harness. Make sure it fits your dog correctly because if it doesn't it can have the same effect a collar can do on your baby
