It could have been something as simple as the receptionist forgot to set the phone system to transfer to the Answering Service or got knocked off through a line surge or something and that even happens with human doctors' offices but I'd at least want to know why they weren't answering their phone if you have been otherwise happy with that vet's services. Everybody probably deserves a second chance if they haven't ever failed you before but if this is number two or three mess-up, I'd change vets. And that vet needs to know his service wasn't picking up for some reason and fix that issue, especially since you were assured he covered off-hour emergencies before you gave him your business.

I hope little Zoey is going to be okay. Hopefully in a day or two she'll be feeling much better and back to normal very soon.
