And btw, it once happened at a Walmart - and I went up to the Walmart security officer and asked him to do something, he said he couldn't - I told him about the law, but he still wouldn't do anything so I called the cops myself. That Monday, I called and spoke to the Manager of the Walfart and told her what happened and how I felt about the fact that NO ONE working at Walmart would do a thing. She said the employees were 100% in the wrong and that she was going to talk to the whole store about it at the next meeting.

So, if I were you - I'd call and speak w/ the main manager on Monday to let them know how their employees behaved.
I honestly think the person you spoke with lied to you. I went through the exact same thing when I lived in Ca & was told by numerous employees that they are not allowed to call the police or even make a page for the owners when dogs are locked in hot cars. I went to the store Manager & was told the same thing. I told the idiot that he was breaking the law & I went & called the cops. After waiting for several min the police showed up . I told the officer what I was told by several employees AND the store Manager. The officer got VERY wide eyed & said "Oh is that rite" & turned & marched into the store & headed for the CB, I followed & stood back to hear what he was saying. Shortly after, the manager showed up & got a reaming from the officer. When I returned to the car with the 3 mini daschunds on the verge of heat stroke, the other officer was giving the owners some He!! & about 40 people were standing around clapping. It was 101 degrees that day So I really believe this is Walmarts policy.
