Default What is safer in the car- car seat or carrier?

I am about to purchase the Lookout II car seat from imapreciouspup but I now came across a thread that some say they keep their dogs in a carrier when traveling by car.
I am now a little confused- is it safe/effective to have them in a carrier, stoved snuggly behind the front seat at the floor?
How effective are those car seats in case of an accident? The car seat has a slot for the seat belt, then a strap with a hook to attach to the harness. In case of impact, is the strap strong enought to hold the dog?
