It is hard to say without knowing much about her background. Maybe since she may have not gotten many treats in the past the fact that she is getting one at all is very exciting for her. I'd maybe try working with her after she eats and her tummy is full so she is not quite so eager to eat. Or maybe if she responds to praise and encouragement you might try teaching her without treats during the session. Just make sure she gets one at the end of the training.
