I'd be leery about cat toys because of the cat nip and bells.

It's hard to find toys small enough to fit in a tiny puppy mouth.

One of Lola's favorite toys was (is) some fleece I braided for her.

Something like this might be good for her, Petsmart usually has a variety of designs, they're unstuffed, have crinkle paper and a squeaker.

This butterfly was good for Lola's tiny puppy mouth too, and she still loves it, unfortunately petsmart doesn't have it anymore

If you have a petco nearby they have toys 2/$5 by the register, a lot of them tend to be small and have big squeakers, Lola loves them. They're also sewn better than a lot of toys.
