Maybe try a warm damp/wet compress for a few minutes?
I once fostered a newborn kitten that the mom had abandoned and had to very super gently apply a damp warm compress to his eyes. His tears had dried sealing the hair on the upper and lower lids. His tiny weak eyelids weren't able to break the seal. After a minute or two of the compress off and on, he opened them without me touching his eyes.


Now, that worked for me... But who knows? This might be a bad idea...
