Zoey does something like this. When she is settling down to a nap she looks down at the cover and stares like there are bugs there. Sometimes she even snaps at them - nothing. I spoke with the vet and showed him a video and he wanted to put her on phenobarbital and I declined. She still stares at the covers but it doesn't last very long anymore.
