Anytime a dog is losing blood from an unknown site - particularly a very, very young dog who is not eating and has recently had so many symptoms and problems - an immediate vet exam is absolutely essential. We are not vets here, aren't qualified to tell you what is wrong and your dog badly needs a full work-up, testing by a specialist to find out what in the world is causing all his problems. Young puppies are usually bouncy balls of feisty energy and eat like little pigs, are constantly tearing about playing, pee/poo every few hours and sleep a good deal, routinely problem free and nothing like you are describing your experience so far. They don't bleed. Any 8 - 9 weeks old puppy having a life different from that needs an owner willing to pro-actively pursue vital vet care until you know why he's not living the life of a normal, happy-go-lucky puppy.
I hope that your vet can clear up his problems but if not, get a copy of all his lab results and x-rays, etc., and get to an ER or specialist or even another good, reputable veterinarian in your area that can get your baby on a healthy track. To do less means you could put your little dog's life in jeopardy.
But anytime I see that much blood from my dog - wherever it's from - I'm off to get my dog vet care in case he's hurt, ill or in pain. Any tiny little critter losing that much blood from somewhere is likely very hurting somewhere, poor little thing.
