Kidding aside, it's a matter of opportunity - although I work at home there are times when I may only have a 10-minute break between meetings so I can take Shelby at least around the block - and w/o a raincoat I can't walk her if it just happens to be raining a bit then. Also now we're in April there will be days it rains all day. She will walk gamely on when it starts raining during our walks (as I will I, I don't mind it that much) but she gets wet very fast.
