I am so glad your wife will be seeking redress, although I would have hoped that the grooming salon owner would have immediately paid the vet bill(s); after all the dog the puppy no less, came to harm in their salon!!!
Sometimes things happen, they shouldn't, but a tiney moment of in-attention, most especially with a puppy can result in an accident. I recently left my own 4mth old puppy with a groomer, but through the pics and my pre-screening conversation, I knew that there would be two folks with her, the entire time she was being groomed. In fact that is what we do at home. My husband helps/watches/ stabilizes her when she is on the grooming table.
I don't like to use the grooming noose, and until she can be on the table safely, be still etc, always we have two folks present. I had a very bad experience with a grooming noose, with my other now senior Blackie, who jumped off the table, he was attached to the grooming noose, and that heavy table fell on him, and he was seriously injured. But with large breeds the table is much much closer to the floor, so I would rather have them jump off the table, then be attached to the table, and have the table fall on them.
