As someone else said many times the tears can be caused by something in the diet the dog is reacting to. Some pets just react to things that maybe another pet wouldn't.
If your vet has checked your dog's eyes and there are no problems with inverted eyelashes or some other abnormality of the eyelid then working with the diet and water as well might bring some improvement. Certainly cleaning her eyes daily with one of the all natural eye wipes out there or using purified water is a good idea.
I would be uncomfortable keeping my dog in a continued dose of antibiotic if there is not diagnosed reason for it.
