Service dogs have unlimited access to public places, but pets do not. That being said, some places (without food) often welcome well behaved pets in strollers. Most strollers have a "cover" that usually looks like an umbrella that will either zip or click closed if needed. Often dogs that are young are not trained and socialized enough to go out in public. If they get stressed they might bite or growl or bark. You might try some out door window shopping first. Remember the public does not understand that not all dogs like to be petted and are not always appropriate with their approach.

A good start would be to go to a pet store with your pup, they are almost always welcome there. Be prepared that you may be asked to leave and just be gracious about it.
