Default Yorkie barking and nipping

My yorkie has a habit of wanting to bite the legs and tails of dogs who walk past him. When he does this he barks like if he's really mad. Next week, I'll be watching a friend's doxie who is very social and friendly for 3 days. I would love to try to see if they can interact but I am afraid my yorkie will bite and leave teeth marks (and emotional scars) on the doxie since the doxie is smooth and has no fur. Not sure if my yorkie has good bite inhibition, he never has bitten us. I can't figure out why he's so mad and wants to bite like that. To me it looks like he's fearful since he attacks when dogs move away. I have a big stuffed dog that looks real that I get out sometimes and he'll do the same, attack it when I move it, and the other day he grabbed the tail and pulled, if he does this to a real dog I am afraid it might hurt. Do yorkies play this way or is it aggression? Oddly my yorkie's tail wags as he nips and barks mad. I am guessing tail wags are not only friendly.
