I use harnesses only for walks, I don't leave them on. For ID purposes, it's good to get them microchipped and have them wear properly fitted break-away collars with tags. You really only want to be able to fit a finger in btwn the collar and the neck - so that's it's not too loose (not safe) or not too tight (ditto).
