Try letting her out to potty, then back in, then right back out again. Give her treats and up the praise when she does it right (like a party coming from your mouth, best thing she's ever heard, different than anything else, and do a Happy Dance)(Get it to the level where she's not sure if she should stay and enjoy the celebration or run away from you). Does she understand when you tell her to 'Go potty' or 'make a pee'? If not she needs to learn that association, so you can get control over this.
