Actually I think I recall seeing a sign posted on the door of OUR Petco that says something along the lines of "All restrained pets welcomed" or something like that. That dog was not restrained. There is nothing wrong with an employee asking a customer to abide by the rules so that other customers and their dogs or animals feel safe. If the nonabiding customer doesn't like it, tough...they should have abided by the rules.
