Backward steps are normal in potty training a yorkie pup. It can be a lot of work, as yorkies are terriers and terriers can be kind of stubborn some times. With Cookie she probably had 5 times or so when she'd take big steps back after lots of positive days, but she eventually got it as in now very trustworthy with regard to pottying at 11 months (and she has been since about 6.5-7 months age).
Your pup will probably still grow a lot. Cookie was 3.5-3.75 lbs at 14.5 weeks and is now a pretty athletic (not fat) 7.5 pounds at 11 months.
