You could try walking back the way you came for a bit, then have your boy sit. Maybe with the distance you can get better control of the situation. Once he's calm, try walking past the other dog again. Keep repeating until you're able to walk past with him being calm. That's is what I did with Kaji and he can walk by his fear triggers much better. It just takes time.
